Clay County’s Bonded Transportation Program Wins Regional Award for Excellence in Transportation

WGI is proud to celebrate Clay County, Florida’s Bonded Transportation Program (BTP) for winning the Regional Award for Excellence in Transportation from the Northeast Florida Regional Council. This prestigious recognition highlights the transformative impact of the program in preparing Clay County for its anticipated growth while enhancing the safety and efficiency of its roadways.

As the Owner’s Representative, WGI has been honored to support this $180 million initiative by providing critical services, including program and project management, design reviews, RFP development, bid selection, and procurement processes.

This collaborative effort ensures the Bonded Transportation Program is executed efficiently and delivers exceptional value to taxpayers.

A Vision for Growth and Safety

The Bonded Transportation Program was launched to address Clay County’s rapid growth and the accompanying demands on its infrastructure. The program encompasses enhancements to six existing roadways and the construction of a new major thoroughfare, Cathedral Oak Parkway, connecting the county to the First Coast Expressway.

These projects are strategically designed to:

  • Improve traffic flow and reduce congestion
  • Enhance public safety for all users, including drivers, pedestrians, and cyclists
  • Expand roadway capacity with additional travel lanes
  • Upgrade drainage systems to handle increased demands
  • Incorporate sidewalks and bike lanes to foster a more community-friendly transportation network

Strategic Planning and Execution

The Bonded Transportation Program is a testament to forward-thinking planning and execution.

Preparations for these major projects began in 2020, with county planners and engineers carefully analyzing roadway capacities and future growth patterns. By issuing tax-exempt infrastructure sales tax revenue bonds, Clay County secured the funding needed to complete the work in the most cost-effective and timely manner.

Construction began in 2022 and has been ongoing across the county, with crews working diligently to deliver these essential improvements. Without this innovative funding approach, the projects would have taken decades to complete, with significantly higher costs for design and materials.
