Clearing the Path: Understanding Right-of-Way and Eminent Domain in Florida Part 2

Discover how WGI transformed a complex Right-of-Way challenge into a seamless infrastructure success story through strategic planning, multidisciplinary teamwork, and stakeholder-focused solutions.

Navigating Complex ROW Projects with Expertise and Innovation

Right-of-Way (ROW) projects are often viewed as a necessary hurdle in the development of public infrastructure. But when handled strategically, they can become opportunities to build trust, foster collaboration, and innovate in the face of adversity. At WGI, we embrace complexity and turn it into impact.

If you’re just joining us, be sure to check out the first blog in our “Clearing the Path” series, which introduces the fundamentals of ROW and eminent domain and outlines how WGI approaches these complex processes with clarity and care.

In this blog, we take you behind the scenes of a real-world ROW challenge that highlights the power of a multidisciplinary team and an integrated project approach.

Case Study: Urban Corridor Expansion (Hypothetical)

Project Overview

A major urban corridor in Central Florida required expansion to accommodate increasing traffic volumes and support new development. The project included the addition of travel lanes, improved drainage, pedestrian access, utility relocation, and upgraded streetscaping to enhance both functionality and aesthetics.

Key Challenges:

  • Multiple partial takings from commercial properties with high visibility and foot traffic
  • Business owner concerns over customer access, signage, and property value
  • A mix of aging infrastructure and outdated utility records
  • Tight timelines and coordination with multiple jurisdictions

WGI’s Approach

From the outset, WGI adopted a proactive and people-focused strategy. Our planners and engineers engaged with business owners early in the process to establish trust, understand their unique operational needs, and reduce potential disruption. Meanwhile, our survey and GIS teams mapped out detailed property boundaries and existing utility layouts to minimize guesswork during design and construction.

Our environmental team conducted assessments on tree canopies and water flow patterns, ensuring that green infrastructure could be preserved or enhanced as part of the design. WGI’s civil engineers worked to refine access points and grade transitions, creating smooth driveways and ensuring ADA compliance while protecting storefront visibility and pedestrian access.

We also worked directly with utility companies to document and coordinate the relocation of electrical, water, sewer, and telecom infrastructure – avoiding costly conflicts during construction. To help stakeholders visualize the proposed changes and build consensus, WGI’s communication specialists produced 3D site renderings and interactive maps.

Results:

  • 85% of takings were resolved through successful negotiations, reducing costly legal proceedings
  • Improved public perception through transparent communication and community meetings
  • Business access and operations are preserved with minimal disruption
  • Project completed on schedule and within budget, with ongoing trust between agencies and affected parties

Services in Action:

  • Detailed survey and GIS mapping of all affected parcels and assets
  • Regulatory and zoning analysis to support design decisions
  • Strategic cure plan development tailored to business continuity
  • Public outreach strategy, including visual renderings and open forums
  • Expert witness coordination, valuation support, and mediation facilitation
  • Expert witness testimony, preparation of trial exhibit graphics

Integrated Collaboration = Real-World Success

This project’s success underscores the value of an integrated, multidisciplinary approach. At WGI, our engineers, planners, scientists, surveyors, and legal support staff work hand-in-hand, ensuring that no detail is overlooked and that every project moves forward with clarity, confidence, and care.
