WGI conducted an initial parking study for the City of Eau Claire in 2015. While recommendations from the initial study were implemented, Downtown Eau Claire had experienced a tremendous amount of redevelopment. Taking a proactive approach, the city wanted to revisit the 2015 parking study and make updates to the initial recommendations based on the changes taken place and the current state. The study update focused on three specific areas within the city: Downtown, Third Ward, and Randall Park. WGI conducted robust stakeholder outreach that entailed a total of 5 public meetings and an online survey focused on visitors, employees, and residents. In addition to public outreach, the WGI team analyzed current and future growth activities through supply and demand modeling and provided estimates on parking needs based on various development scenarios and demand generators in each area. The data analysis also included occupancy data throughout downtown. This included an analysis of a future convention center and hotel. This project update also consisted of an operations assessment to include technology and a comparable cities study. Through the operations assessment, the team provided recommendations on creating a more structured parking division for the city with a focus on enforcement. Final deliverables included an actionable strategic plan to position the parking system and accommodate current and future parking needs.
