WGI is the Owners Representative for the County’s $130M Transportation Road Bond Program. WGI successfully negotiated added services to the contract. WGI’s $15.2M professional services contract provides substantial work efforts for many service sectors including transportation, survey, SUE, environmental, right-of-way acquisition, and administrative services. As part of the contract, WGI manages and Design-Build contracts for seven roadway improvement projects under the program.
The County’s bond program included a tremendous amount of survey support. These efforts encompassed detailed topographic surveys and accurate right-of-way determination along a significant portion of the county’s roadways. With a compressed schedule, multiple crews were mobilized immediately in conjunction with our Leica Pegasus II mobile scanner to safely and efficiently capture the necessary spatial data for our design team. All above-ground features were captured, and we closely coordinated with Clay County Utility Authority (and other local utility providers) to create a comprehensive 3D model for the design of future roadway improvements.

- County Road 218 from Pine Tree Lane to Cosmos Avenue, Increase from two to four lanes
- County Road 209 from CR 315B to Highway 17, Increase from two to four lanes
- County Road 209 from Sandridge Road to CR 315B, Increase from two to three lanes
- Sandridge Road from Henley Road to CR 209, Increase from two to three lanes
- County Road 220 from Baxley Road to Henley Road, Increase from two to four lanes
- First Coast Connector, CR 315 to Highway 17, Increase from two to four lanes
- From First Coast Expressway to CR 315, New two-lane construction
