WGI worked with RTD, the City of Boulder, the project developer, and other stakeholders to formulate and execute a parking operations plan for the Depot Square mixed-use development and underground bus-transfer facility in Boulder Transit Village. The parking at Depot Square is shared among a variety of user groups, including RTD express-bus ridership, on-site residents and their guests, hotel guests and employees, on-site retail and restaurant customers, and both monthly lessee and hourly transient public parkers. The hotel also provides valet parking.
Pursuant to RTD’s charter, its partial funding of the project dictated that 75 parking spaces are provided to “in-district” transit riders free of charge and “out of district” transit customers at RTD published rates. The apartments require 71 secured parking spaces with 24-7 access, and the adjacent hotel requires room key and valet access to 136 parking spaces. Additionally, the developer and the City wanted the ability to capture revenue from monthly and hourly parking at market rates.
WGI presented different operating strategies and prepared technology options, including license-plate recognition, multi-credential readers, and variable message signage. After the stakeholders agreed on reporting, rate structure, desired technology, and overall operating strategy, WGI prepared plans and technical specifications, and provided construction-phase services for the access and revenue-control system and related way finding signage.
