Progressive Design-Build, sometimes called Phased Design-Build is the newest frontier in procurement for public sector transportation projects. It accelerates procurement; encourages innovation and creative problem solving; allows for optimum risk management; establishes a high degree of owner control; and provides for unmatched collaboration between the owner, designer, and builder.
Being on the cutting edge, only a small number of Progressive/Phased Design-Build Procurements have taken place to date. WGI is proud to have been selected for one of the first – Phase 1 of the Jacksonville Transportation Authority’s Ultimate Urban Circulator, the Bay Street Innovation Corridor (the BSIC Project).

This $65.6M project, currently under construction, is a recipient of a $12.5M Federal Transit Administration BUILD grant. It will introduce autonomous shuttles to downtown Jacksonville, Florida through three miles of at-grade roadway improvements and smart infrastructure enhancements.
Under this traditional delivery method, design documents are developed prior to bidding and selection of the construction contractor.
