WGI was engaged by the City of Columbia (City) to perform a Parking Rate Study to amend the City’s 2015 Parking Master Plan (2015 PMP). The intent was to assess the current parking rates and operations compared to the recommendations in the 2015 PMP and provide recommendations for current rates and operations for on-and off-street parking (Parking System) and various other parking-related fees charged by the City.
In addition, WGI was engaged to review the City’s Parking System’s revenues and debt service obligations and to determine what, if any, recommendations should be implemented to satisfy the City’s obligations under its parking bond ordinance (Parking Bond Ordinance).
