The need for a consolidated parking operator contract was realized as a result of a new, 1,200-space public parking structure that opened in early 2016 as part of a new mixed-use downtown development project. The city’s final goal was to consolidate existing multiple management contracts into a single, comprehensive parking management agreement for the entire off-street municipal parking system. 

WGI team members helped the city develop Request for Proposal (RFP) documents, assisted with the vendor selection process, and developed a Parking Management Contract to be executed with the newly selected parking management company. Upon successfully selecting the new parking operator, we provided additional services to assist the city with bidding and procurement of new PARC technology for all municipal garages. 

Project Highlights 

• RFP resulted in the submittal of five proposals for local and national parking management.
• The new Parking Management Contract includes major customer service enhancements and improved operations. 
• New operator and PARC technology resulted in a double-digit increase in net revenues in the first year.
