Economic Development and Land Use Study

Carroll County hired WGI to conduct an Economic Development and Land Use (ED&LU) Study that outlines strategic recommendations for land use and economic growth. The study includes guidance for greenfield development, redevelopment of aging properties, zoning analysis, and a review of administrative processes and fees to enhance regional competitiveness.

WGI led a robust public engagement process including interviews, workshops, and design charrettes to ensure community input. They also created a branding guide and custom logos to unify project communications across County platforms.

In collaboration with Jon Stover & Associates, WGI conducted a financial and asset analysis using stakeholder input. This helped identify infrastructure gaps and site-specific opportunities for targeted industries, along with recommended improvements and timelines.
