Northgate Study and Operations Plan

Project Details

WGI was selected to lead a multidisciplinary team that developed recommendations regarding operations related to the Northgate nightlife and entertainment district. The study’s objective and mobility/operations plan was to manage existing and future pedestrian, vehicular, and cyclist traffic in the Northgate District to improve the safety of residents, workers, patrons, and students in the area. 

The project approach identified locations within the Northgate District that can improve mobility and operations, particularly concerning the adequacy of existing pedestrian and bicycle facilities and the safety of those users. The project team reviewed loading conditions (for both passenger and commercial vehicles), and developed parking recommendations to best utilize the existing facilities (both on-street and off-street). They also worked with the police and fire departments to improve their ability to provide faster response times to the District and provided wayfinding opportunities to help patrons better navigate the area. The team also identified additional uses for the public realm that could serve as vibrant centers of activity for the Northgate District. 

We provided a set of cost estimates, along with funding strategies, potential quick-build options, and a priority project list for short-term, near-term, and long-term implementation. To ensure the project met the community’s needs, the project team also conducted targeted outreach efforts, including surveys to both the area’s employees and residents, focus groups with local businesses and significant landowners, and observations with local police and enforcement staff regarding late-night operations.
