The Oil City Parking Garage, constructed in 1975, is a two-bay structure configured as a double helix. The garage is composed of six elevated levels and one slab-on-grade level. The slab-on-grade level consists of retail space at the northeast corner and public facilities/storage located at the south end of the structure. A mezzanine is located above the public facilities/storage at the south end and consists of commercial office space. The structural system consists of cast-in-place post-tensioned, one-way slabs supported by cast-in-place, post-tensioned beams, and cast-in-place columns. The garage’s exterior/perimeter consists of reinforced concrete masonry walls and clay brick masonry veneer at the stair towers. 

WGI performed a condition appraisal of the parking structure to review the garage’s condition and make recommendations for repair and maintenance. Our review focused on identifying deterioration and damage to the concrete structure, masonry façade, and waterproofing systems. We produced a report complete with findings, conclusions, and restoration recommendations. 

WGI subsequently prepared design documents, assisted with bidding, and provided construction administration services for the first phase of the recommended structural, façade, and waterproofing repairs within the garage. The waterproofing repairs include the installation of a deck coating at strategic locations throughout the garage.
