  • Mike Mills, PE, Vice President, Stormwater Resources – Mike provides senior technical leadership for transportation hydraulics, with decades of experience in bridge hydraulics, scour analysis, floodplain modeling, and regulatory coordination. He brings steady judgment to complex and high-risk hydraulic challenges.

 

  • Kevin Cann, PE, Senior Project Engineer, Florida Hydraulics – Kevin leads hydrologic and hydraulic design for roadway and bridge projects across Florida, delivering innovative drainage and stormwater solutions tailored to challenging site and permitting conditions.

 

  • Forrest Brooks, PE – Project Engineer, North Carolina Hydraulics – Based in Raleigh, Forrest brings hands-on experience with North Carolina Department of Transportation (NCDOT) roadway drainage, bridge hydraulics, erosion and sediment control, and stormwater permitting—providing local insight and continuity for NC transportation projects.

 

  • Warren McKinnie, PE, CFM, GISP – Director of Water Resources (Streamline Technologies, Inc.) – With over 25 years of experience, Warren specializes in surface water and groundwater modeling, stormwater master planning, and GIS-integrated hydrologic and hydraulic (H&H) model development. He also leads the implementation of real-time flood forecasting systems, applying deep expertise in asset management and stormwater infrastructure to support resilient transportation design.
