Public safety facilities must perform when it matters most, not just meet design standards on paper. Fire stations, emergency operations centers, and shelters serve a critical role long after the ribbon cuttings and grand openings; they must remain operational when communities are at their most vulnerable.
At WGI, we believe structural safety is only one piece of the puzzle. Our approach prioritizes resilience and long-term reliability. We partner with public agencies and architects to design infrastructure that protects continuity, safeguards occupants, and reinforces public trust.
Resilience and Redundancy That Protect Continuity
In critical environments, “up to code” is not enough. WGI designs robust structural and MEP systems capable of maintaining continuity during unexpected events, from natural disasters to infrastructure failures. Whether it is mitigating progressive collapse in government buildings or accounting for tidal action in coastal response centers, our designs utilize flexible, durable frameworks that allow facilities to adapt under stress.
We draw on expertise across complex environments—from secure science and technology centers to marine infrastructure—to identify risks early. This allows us to implement solutions that minimize disruptions while ensuring compliance with life-safety standards. The result is infrastructure that is practical for day-to-day operations yet battle-hardened for extreme scenarios.
Specialized Expertise for Complex Environments
WGI’s structural engineering expertise spans multiple markets, enabling tailored solutions for complex challenges:
- Public Safety and Government Facilities: From fire stations to emergency shelters and municipal buildings, we design systems that remain functional during crises, accounting for unique load requirements, impact forces, and collapse mitigation strategies.
- Science and Technology Facilities: Laboratories and research centers demand precision and adaptability, and we deliver designs that support operational flexibility and safety.
- Water Resources Infrastructure: Resilient structures that endure environmental exposure and support uninterrupted service are vital for community infrastructure.
- Marinas and Coastal Infrastructure: Designs that accommodate wave forces, tidal action, and corrosion help ensure long-term performance in challenging conditions.
- Existing Structures and Rehabilitation: We assess and modernize facilities to meet current standards while enhancing functionality and extending service life.
Advanced modeling tools allow us to evaluate both immediate resilience and long-term durability, giving project teams and owners confidence in their investment.
Resilience in Action
Escambia-Santa Rosa Regional Traffic Management Center and ECRC Office Facility
The Escambia-Santa Rosa Regional Traffic Management Center and Emerald Coast Regional Council (ECRC) facility, located adjacent to the County’s Emergency Operations Center, exemplifies the intersection of public safety and mobility. Designed as a Risk Category IV structure, this ~30,000-square-foot facility is engineered to withstand severe weather events while housing intelligent transportation systems and AI-driven monitoring tools.
The building houses secure operations spaces equipped with intelligent transportation systems, artificial intelligence-driven monitoring tools, and integrated access controls that support both day-to-day traffic management and emergency response coordination. These systems are designed to function reliably during extreme conditions, allowing agencies to maintain situational awareness and operational control when it is needed most.
Designed as a Risk Category IV structure, the facility is engineered to withstand severe weather events and other hazards while maintaining independent operation of critical systems. The result is a resilient, future-ready traffic management and coordination hub that strengthens emergency response capabilities and enhances regional mobility and safety across Escambia and Santa Rosa counties.
Yuengling Center Emergency Upgrades
The Yuengling Center at the University of South Florida, a 55,000-square-foot multipurpose arena with 10,500 seats, serves as both a premier event venue and a critical community shelter during emergencies. To enhance its emergency resilience, WGI evaluated critical shelter areas and designed systems to maintain safety and comfort during power outages.
Key upgrades included a 155-ton mobile chiller with automatic switch-over capability and a 1,000 kW mobile generator with dual-engine redundancy, ensuring uninterrupted cooling and reliable backup power. WGI also developed detailed engineering documentation and coordinated testing with USF and Hillsborough County to confirm system performance under emergency conditions.
Today, the Yuengling Center stands as a resilient facility capable of supporting both community events and emergency shelter operations, demonstrating WGI’s expertise in integrating robust structural and systems solutions for public safety.
Franklin County Early Learning Center and Garage Redevelopment
In Columbus, Ohio, WGI is supporting Franklin County on a highly complex redevelopment effort that underscores the importance of continuity planning in public-sector projects. The Franklin County Early Learning Center project involves the demolition of an existing nine-story jail and the construction of a new parking garage and early childhood education center on the same site.
What makes this project uniquely challenging is the need to maintain uninterrupted operations for the adjacent and connected Government Center and Municipal Court Building throughout demolition and construction. Critical building systems, secure detainee transfer tunnel routes, and daily court operations must remain fully functional while major structural work is underway.
WGI is providing structural engineering and parking consulting to support phased demolition planning, temporary support strategies, and coordination with adjacent facilities. This approach allows construction to proceed safely while preserving secure circulation paths and operational continuity for justice and government services.
By prioritizing risk mitigation, sequencing, and system coordination, WGI is helping Franklin County deliver new community-focused infrastructure without compromising safety, security, or public service continuity.
