East Jefferson General Hospital (EJGH) engaged WGI to develop a plan to implement paid parking on the campus and project potential parking revenues. A plan to outsource campus parking management was also developed.
Working with EJGH administration, parking services, and materials management, WGI staff evaluated and prepared an analysis of the hospital’s various types of operating agreements. Based on the approved contract document, an RFP was drafted for parking management services. Local and regional parking management firms were identified and asked to submit proposals to the hospital for review.
Prequalified firms were notified, and the RFP was also advertised in local and regional newspapers. An on-site facility tour and the pre-bid meeting were conducted. Written responses and clarifications were provided. The RFP responses were reviewed, and a written evaluation and ranking of the proposals was prepared.
• Identify management agreement options
• Draft a parking management contract on which to base an RFP
• Prepare an RFP to be issued to local and regional parking operators
• Compile a list of parking operators qualified to respond to the RFP
• Respond to questions from parking operators during the bidding process
• Receive bids and tabulate results of proposals
• Conduct interviews with the preferred parking operators
