Mobility Plan

The Lake Worth Beach Mobility Plan, initiated with a kick-off meeting in February 2023, is a comprehensive effort aimed to enhance the mobility infrastructure of the Lake Worth Beach community. This plan revolves around an intricate set of steps and activities to realize the City’s mobility goals.

 

Following the kick-off meeting, WGI diligently developed a project schedule aligned with the identified scope. To better understand the community’s aspirations and expectations, individual interviews were conducted with key stakeholders, including the Mayor, Vice Mayor, and Commissioners, whose insights provided invaluable input for defining our measures of success. A key aspect of this plan is securing funding, and a draft funding strategy, which includes identifying various state and federal grants. Simultaneously, preparations for the first public outreach event began, and culminating in a successful gathering of approximately 45- 50 attendees on April 15th, 2023. Feedback received at this event was carefully documented, and FAQs were generated to address common queries. To ensure inclusivity, translations in Spanish and Creole were provided for the outreach event, and in late July, the project website was launched, featuring information in English, Spanish, and Creole. A meticulous review of existing regional and city plans, such as the TPA’s Bicycle Network Plan and the Downtown Lake Worth Arts and Cultural Master Plan, was conducted to identify common themes and ensure cohesiveness with the City’s established goals.

 

The Mobility Plan Task Force was established to engage stakeholders effectively, and a kick-off meeting was held in late June. Various data sources, including crash data, traffic counts, and socio-economic data, were integrated to analyze the High Injury Network (HIN) and existing mobility conditions. The HUD-published disadvantaged communities overlay was also utilized to assess eligibility for grants. The city’s zoning, land use, and community activity data were correlated with known travel patterns, forming the basis for project development. Additionally, Origin-Destination (O-D) data was refined following consultation with city staff. The HIN was refined and presented to the City project team. Locations of strategic importance were identified for a “Walkshop,” held on September 8th, 2023, where in situ feedback was gathered from critical stakeholders. Materials were shared with stakeholders who couldn’t attend in person. A tabling event at the CRA’s Day of the Dead festival sought public input on the HIN and educated the public about non-vehicular mobility choices.
Online survey questions were developed and made available online on October 31st, 2023, along with inperson options at various city facilities.

 

The next steps involve using HIN and community preferences to develop projects that enhance biking, walking, and transit infrastructure. These projects will be prioritized based on criteria including their potential to address safety issues, fill gaps in mobility access and infrastructure, achieve community goals, and satisfy the requirements for grant funding sources to ensure their successful execution. The Lake Worth Beach Mobility Plan is a dynamic, inclusive effort that addresses the community’s mobility needs with a focus on safety, community engagement, and accessibility for all.
