WGI served as Clay County’s environmental Owner’s Representative and technical lead for the $180M, five-year Bonded Transportation Program (BTP). Selected to oversee seven projects, WGI provided management, planning, GIS, utilities, engineering design, environmental services, permitting, and CEI.
Our specialists conducted environmental assessments across 15 miles of roadway, including wetland delineations, wildlife surveys, environmental permitting, gopher tortoise relocations, and mitigation planning. WGI also managed a program-wide wetland mitigation credit ledger for basins 4 and 8.
Using a mix of design-build and CMAR methods, WGI supported five CMAR safety and capacity-widening projects and two Design-Build projects, including a four-lane east-west connector and six stormwater ponds. A key project, CR 216 / Cathedral Oak Parkway (First Coast Connector), enhances regional connectivity as part of Clay County’s 2040 Comprehensive Plan.
These alternative delivery models ensured timely execution within the County’s March 2020 bond issuance requirements.
