This 10-acre site is a former crop-dusting facility and airstrip contaminated by arsenic and pesticides. It was formerly a Superfund site. WGI’s environmental services included remediation planning, cleanup, and redevelopment support to convert it into a self-storage business. During remediation, the project was transferred to the Brownfield program, so our team managed the remediation as if it were a designated Brownfield Site to request recovery of costs incurred. This included detailed field assessment and record-keeping to ensure recovery of Voluntary Cleanup Tax Credits (VCTCs). Remediation included engineering controls (clean cover caps) and institutional controls (a Declaration of Restrictive Covenant). WGI prepared the Soil Management Plan (SMP), provided technical oversight of the remediation during construction, and prepared the Engineering Control Plan (ECP). Though permitting of construction dewatering was complicated by the presence of a groundwater plume, negotiations resulted in FDEP’s waiver of a special dewatering approval.
• WGI conducted the remediation concurrent with site redevelopment, which resulted in overall cost savings; the earthwork necessary for the stormwater management system also served as some of the necessary earthwork for the soil remediation.
