This project was Segment 5 of the St. Johns River to Sea (SJR2C) Loop Project Development & Environment Study (PD&E), a 1.2-mile link between Ridge Road and Beville Road located in South Daytona, Volusia County.
WGI’s east side alignment design minimized impacts to adjacent landowners, eliminated a potentially dangerous mid-block crossing, and utility crossings. SUN Trail funding and design criteria were requirements on this project and prohibited R/W acquisition by eminent domain for this trail project. The design incorporated the Florida Design Manual (FDM) standards, including pedestrian, bicycle, and shared-use path design criteria. In areas where R/W was restricted and the acquisition was not available, WGI proposed to modify the typical section using FDM shared use path criteria. South Palmetto Avenue is a residential collector road situated in R/W owned by the City of South Daytona and posted for 25-mph. Variations of the FDM criteria were approved to utilize a 2-foot trail separation offset from the travel lane edge to the trail edge, an 8 to 10-foot trail width, and a 2-foot outside buffer, eliminating costly R/W and a lengthy R/W acquisition process. Varying widths of the trail and buffer to eliminate costly R/W costs and a lengthy acquisition process were incorporated into the design.
• SUN Trail funding, 3D Design Modeling, local agency coordination, elimination of expensive and lengthy R/W acquisitions, accelerated schedule, traffic count studies, lighting analysis, drainage retrofits, AutoTurn analysis, ADA compliance reviews with FDOT, and maintained R/W
