Carroll County partnered with WGI to provide an economic development and land use (ED&LU) study. This study presented a framework of recommendations for land use opportunities that encourage careful economic growth in the County. To reach the County’s goals and objectives, the project team crafted recommendations and land-use decision guidance for new greenfield projects, redevelopment trends for aging inventory, an analysis of the current zoning, and an assessment of the existing administrative process and fees for competitiveness in the region. Critical to the ED&LU study, the WGI team managed the public engagement process, including data collection interviews with key stakeholders, public workshops, and interactive design charrettes to maximize public involvement. As part of the project’s identification, WGI developed a branding guide and personalized logos (pictured below) to define the project’s visual identity. This branding helped the team have cohesive posts and content on all county websites and social media platforms.
WGI partnered with Jon Stover & Associates to prepare the financial analysis and asset identification component based on input from the data collection interviews. As a result, the team was able to identify infrastructure deficiencies and identify site-specific opportunities for particular industry sectors by analyzing development factors and growth scenarios.
