The Ann Arbor City Apartments is a private 11-story building built over a 244-space public parking structure. The property is at the corner of First and Washington, where the city demolished a parking deck and solicited bids from developers to pursue a public-private partnership. When complete, the City of Ann Arbor will retain ownership of the parking structure and will be responsible for its operation and maintenance.

For that reason, Ann Arbor Downtown Development Authority retained WGI to assist in developing project criteria, reviewing and overseeing design and construction and assessing how the structure will function with respect to maintenance, future repairs and service life. The entire development is projected to be complete by the end of 2012.
