WGI’s Parking & Curbside Management Master Plan for Delray Beach aims to address the rising parking demand and curbside competition due to regional growth and technological advancements. Initiated in 2019, the plan focuses on optimizing the use of existing parking resources in the downtown area around Atlantic Avenue. By implementing a performance-based, actively managed parking system, the plan seeks to alleviate congestion and improve the efficiency of parking and curbside space, thus supporting the city’s economic development and catering to various stakeholders.
The plan incorporates monitoring and metrics to assess and adapt policies, pricing, and supply as needed. Initial data collection and stakeholder interviews began in 2019, but the onset of COVID-19 in March 2020 necessitated a shift in focus to recovery trends and future parking needs. This pivot allowed the study to integrate emerging mobility trends such as e-commerce, ride-hailing services, and outdoor dining, which have increased demand for curb and sidewalk space.
WGI’s approach emphasizes active management using new technologies, such as real-time data collection and dynamic pricing, to match supply with demand and enhance user experience. By leveraging tools like mobile apps, digital signage, and in-car communications, drivers can easily find available parking spaces, reducing congestion and improving overall traffic flow. The plan also promotes parking demand management strategies, including shared parking, alternative transportation modes, and efficient utilization of existing assets, to create a balanced and adaptable parking environment in Delray Beach’s central business district.
